Lori F. Fehr, 67, of Linglestown Rd., Harrisburg, passed away on Wednesday, December 3, 2025 at Pappus House, Thomasville.
Born on May 6, 1958, she was a daughter of the late Bruce and Gloria Schwartz Fehr. She was married to Marlin L. Moyer of Tremont.
Lori graduated with the highest honors from Pine Grove Area High School and The Pennsylvania State University with her Bachelor of Science in Horticulture and her master’s in public administration. Lori was certified as a hypnotist by the National Guild of Hypnotism.
Lori had a career in public service for the Commonwealth of Pennsylvania that spanned over 27 years. She was a budget analyst for the Appropriations Committee of the PA House of Representatives. She was the Director of the Budget for the Governor’s Budget Office where she was responsible for reformatting the presentation of financial and program information for Pennsylvania lawmakers. The reformatting reduced the number of pages by 39%, allowing lawmakers to focus more on issues. She was appointed by Governor Robert P. Casey as the first female Deputy Secretary of the Governor’s Budget Office. She finished her career at the Pennsylvania Higher Education Assistance Agency as the Executive Vice President for Administrative Services, with a range of duties from human resources to re-engineering.
Lori enjoyed reading, genealogy research, flower gardening, caring for her cats, and attending the PA Farm Show annually. Lori was a member of Hershey Gardens, Longwood Gardens, American Daylily Society, American Orchid Society, Linglestown Garden Club, and Harrisburg Garden Club. Lori enjoyed collecting magnolia trees, daffodils, peonies, and day lilies for her extensive gardens. Over the years, she generously shared garden plants with family and friends to help them start their own gardens.
Lori and her husband Marlin enjoyed traveling and wildlife photography. They visited AZ, Barbados, British Columbia, CO, CA, FL, Hawaii, New England, Mexico, and South Africa.
She was a lifelong member of Hetzel’s Lutheran Church.
Preceding her in death were her husband, Marlin L. Moyer and her brother Bruce Fehr Jr.
Surviving are her two sisters, Staci and Tricia Fehr; her nieces and nephew, Bruce Fehr III, Ashley Fehr, and Jenna St. Clair, mother of great nieces Cora and Sadie.
Services will be held at the convenience of the family.
